Qualifications:

Context
Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato and direct supervision of the Head of Satellite Office in Zamboanga, and with technical oversight from the National Migration Health Coordinator in Cotabato, the successful candidate is responsible and accountable for  supporting the coordination, development, and implementation of IOM’s health programming in Mindanao, particularly in Basilan, Sulu, and Tawi-Tawi provinces. The successful candidate is expected to work closely with Department of Health, Ministry of Health (MOH) – BARMM, and its local constituents to strengthen local health systems, service delivery, and communities’ access quality care particularly for Maternal, Neonatal, and Child Health (MHCH). The successful candidate will promote effective, inclusive strategies that are contextualized to local needs, integrate migrant sensitivities and mobility lens, and are in line with IOM standards, policies, and commitments.

RESPONSIBILITIES

  1. Provide strategic leadership, analysis, and technical inputs, with technical oversight from the National Migration Health Programme Coordinator and in collaboration with the National Migration Health Officer for Maternal Health and Adolescent Reproductive Heath in Cotabato, on the coordination, implementation, and development of MNCH projects and activities in line with global standards, national policies, and local health priorities. 
  2. Provide direct operational, monitoring, and documentation support to MNCH projects and activities such as but not limited to needs and capacity assessment, technical training, health facility upgrades and improvements, community engagement, and mentoring and feedbacking,
  3. Contribute to the development and implementation of effective strategies, SOPs and technical tools for MNCH initiatives, including but not limited to Basic Emergency Obstetric and Newborn Care (BEmONC), Essential Intrapartum Newborn Care, Newborn Screening, Antenatal Care, and Post Natal/Partum Services, and Universal Health Care. 
  4. Provide continuous technical assistance and capacity-building support to government counterparts, CSOs, implementing partners, and community volunteers in support to implementation of the planned MNCH activities.
  5. Review, recommend, and advocate contextualized, culturally appropriate, and gender-sensitive MNCH approaches and policies.
  6. Coordinate closely with Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) teams in identifying corrective actions and informing continuous learning and adaptation for MNCH initiatives. 
  7. Provide technical oversight and guidance to field operations and coordination, and assist in mainstreaming of technical advice from the National Migration Health Program Coordinator.   
  8. Contribute to the resource mobilization of IOM’s migration health programming through technical support to the development of concept and project papers in coordination with the National Migration Health Programme Coordinator.
  9. Review and anlyse MNCH statistics and data, and ensure timely submission of results-based reports and updates in accordance with IOM and donor requirements. 
  10. Contribute to establishing partnership with government and non-government bodies in health sector, and participate in other sector-related meetings including thematic subgroups and technical working groups. 

     

  11. Ensure the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.   

     

  12. Undertake duty travels in support of the programme and perform other duties as may be assigned, including in response to public health emergencies. 

QUALIFICATIONS

Education
  • Advanced university degree or master’s degree in medical field, nursing, international health, public health, or social sciences from an accredited academic institution; or
  • Bachelor’s degree in the above fields with minimum two (2) years of relevant professional experience.
  • Relevant accreditation/certification or formal training in areas related to MNCH and public health is a distinctive asset.
Experience
  • Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities; 
  • Experience in the public health and/or health sciences sectors; implementation of public health programmes focused on MNCH is an advantage; 
  • Experience in humanitarian or development operations and/or Government Social or Health Services; and
  • Experience in liaising with government counterparts in health sector, including DOH, MOH, and LGUs in Basilan, Sulu, and Tawi-Tawi.

     

Skills
  • Excellent communication, research and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
  • Strong familiarity with the context of BARMM and surrounding areas, particularly Basilan, Sulu, and Tawi-Tawi, knowledge of the issues and programs related to Health Systems at the national and local level is highly desirable.
Languages
  • For this position, fluency in English and Filipino is required (oral and written).
  • Desirable: Working knowledge of any local languages used in Basilan, Sulu, and Tawi-Tawi.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
