The incumbent will provide technical assistance, guidance, and quality assurance support to UNICEF CWIS Lead and Government Officials to develop, analysis and implement a variety of technical tasks related to urban sanitation. This will include innovation in technology options, designs and installation process, development of technical guidelines like O&M, SOP, feasibility assessment, BoQ review, quality assurance of construction works and treatment performance assessment of the facilities, follow-up monitoring of O&M practices, DoE certification, poof for reuse and capacity building training.

Key functions, accountabilities and related duties/tasks:

Major Tasks Responsibilities
Ensure to implement two wastewater treatment and reuse plants in Bastohara and Rupshar Char Slum in KCC.
  1. Site selection Assessment Criteria Development
  2. Innovative design development emphasizing efficient use of land, nature-based solution, low or zero operation and maintenance.
  3. Develop technical guideline include O&M guideline, SOP, and training manual and
  4. Quality control: monitoring, clearance certification from DOE

 

Ensure to implement innovative medical waste management plant in KCC.
  1. Develop MWM Technology section criteria for KCC.
  2. Appropriate installation as per recommendations of the supplier of a green and safe technology
  3. Establishing protocols for safe transportation and handling of medical waste from HCFs to the treatment plant
  4. Facilitate with the supplier of the equipment a capacity building training for local operators and facility staff to ensure sustainable operations.
  5. Develop technical guideline include O&M guideline and SOP and training manual.

 

Establish a sustainable O&M system for continue functionality of four (04) demonstrated wastewater treatment and reuse plants of which three (03) in DNCC and one (01) in RCC.
  1. engage DNCC community development committee (CDC) to ensure community led O&M
  2. assess technical robustness of treated wastewater reuse applicability.
  3. Prepare proof of community acceptability of treated wastewater reuse for their toilet/road cleaning/plantation etc.

 

Scaling up lessons learned from piloted transformative sanitation technological solution. Work closely and collaboratively with internal and external colleagues, partners, government counterparts, private sectors and multi-stakeholders as required to scale up the lessons learned from piloted transformative safe sanitation technological solution through contributing to

  1. evidence generation.
  2. documentation and
  3. dissemination and follow up.

 

Capacity Building Training on sanitation transformative technologies and its O&M. Facilitate and support capacity-building initiatives with suppliers and relevant agencies as a resource person on safely managed on-site sanitation practices with emphasizing:

 

  1. transformative sanitation technologies; and
  2. its O&M with SOP guideline for the sweepers, FSTP operators and supervisors and relevant staff under urban sanitation projects at DNCC, RCC and KCC areas to enhance their competencies.

 

Requirements:

Minimum requirements:

  • Education:An advanced university degree in one of the following fields is required: Civil engineering, Environmental Sanitation Management, or public healthAdditional relevant post-graduate degree that complements/supplement the main degree is a strong asset.
  • Work Experience: DEVELOPMENTAL: A minimum of two years of relevant professional experience in WASH-related programmes for developing countries is required. In-depth knowledge on engineering design, drawing, BoQ for WASH components, Hands-on experience related to “Sanitation Transformative Technology” project management, related experience to supervise technical agency (engineering).
  • Language Requirements: Fluency in English is required. Knowledge of the local language is an asset.
