Job Summary
These positions involve conducting feasibility studies, needs assessments, and designing and monitoring various water structures such as (Check dams, canal linings, Karez rehabilitation, water supply systems, reservoirs and more). Responsibilities also include preparing Bills of Quantities (BoQ), drawings, Feasibility study reports and proposals for water infrastructure projects.
Duties & Responsibilities
The water supply Engineer will undertake the following to ensure the success of the project:
Key Responsibilities:
1. Develop high quality of sub-project proposals including of designs, technical drawing, Scop of Work, specifications, cost estimates, bills of quantities and work plans for community infrastructure projects in close consultation withy UNDP technical associates in the region.
2. Undertake feasibility study for construction projects in the regions and prepare feasibility study reports and provide technical input and oversight support for implementation.
3. Responsible for: assessment, vulnerable beneficiary selection, project planning, implementation and monitoring for construction activities.
4. Conduct the meetings with community/or village elders, Malaks, and other stakeholders at field level regarding project selection.
5. Conduct on-site inspections to validate the progress and quality of civil engineering projects, ensuring compliance with technical specifications and standards.
6. Collaborate with project teams and stakeholders to design and implement sustainable infrastructure solutions that align with UNDP’s development goals.
7. Prepare detailed technical reports and documentation, including project profiles and progress updates, to support monitoring and evaluation efforts.
8. monitoring of and site inspection of civil engineering activities, conduct inspection visits.
9. Prepare Bills of Quantities (BoQ), scope of work, proposal, infrastructure feasibility studies against activities carried out.
10. Conducting technical survey of community infrastructure projects and preparing survey report.
11. Foster partnerships with local communities, government authorities, and other stakeholders to promote inclusive and participatory approaches to infrastructure development and maintenance.
12. Implement risk management strategies to identify and mitigate potential challenges that may arise during the construction phase.
13. Coordinate with regulatory authorities and ensure compliance with building codes, safety regulations, and environmental standards.
14. Participate in field missions, infrastructure activities monitoring, and technical assistance to beneficiaries.
15. Regular monitoring of ongoing construction activities to ensure that all the activities are executing as per design, specifications, and work schedule.
16. Ensure an effective coordination and network system with key stakeholders on all Project Engineering and technical aspects.
17. Any other tasks as assigned by the immediate superior.
Institutional arrangement: The third-party water supply Engineer will work under the supervision of ABADEI program Engineer and ABADEI technical associates in the regions.
Payment: Monthly bases
Travel Cost and DSA: The salary is inclusive of travel cost and DSA.
Duration of the assignment: 4 months
Duty station: Southern, Southeastern and Central Highlands regions of Afghanistan.
Job Requirements
Experience and Skills:
1. 3 years of experience with Bachelor’s degree in either of water supply engineering, hydraulic engineering, civil Engineering or 1 year experience with Master’s degree.
2. At least 1 year of proven experience in assessing water supply construction projects and preparing Bills of Quantities and the construction process.
3. Strong analytical skills and attention to detail.
4. Excellent communication and reporting abilities.
5. Ability to work independently and in a team environment.
6. Strong knowledge and understanding of sub-national institutional contexts in Afghanistan.
7. Previous work experience with UN agencies is an asset.
8. Previous experience working with vendors and construction projects.
Competencies:
• Strong interpersonal and communication skills.
• Proficiency in oral and written communication and analytical skills.
• Proficient in Auto CAD, Microsoft Word, Excel, and MS Projects.
• Effective team player, self-starter, capable of working with minimal supervision while maintaining positive relationships.

Language Requirements:
Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
