Job Summary
We are seeking a dedicated individual to support our team of water supply engineers and the UNDP ABADEI PMU in the implementation of water supply activities across 8 regions in Afghanistan. The successful candidate will play a key role in ensuring the successful delivery of these crucial projects.
Duties & Responsibilities
The consultant will work closely with the project officer and line manager to support the activities implementation and perform the following tasks:
Generic responsibilities
• Adhere to UNDP policies, tools, handbooks, and guidelines.
• Assist with the implementation of the support function portfolio according to plan of action.
• Prepare and develop status reports as required by management.
• Ensure proper filing of documents.
• Promote and share ideas for improvement of the support function.
• Participate in field missions, water supply activities monitoring, and technical assistance to beneficiaries.
• Collection and analysis water supply /irrigation data and report to UNDP /PMU Kabul.
• Provision and completion of all field related forms, contracts and retain in profile.
• Produce reports on weekly, monthly and require base as well.
• Conduct the meeting with stakeholders of the project community.
• Remain updated on technical and legal considerations (national lows, standards, and codes)
• Coordinate the material loading, transportation, and delivery with procurement.
• Participate in UNDP staff seminars and training, when scheduled.
• Properly operate the UNDP assets (HF, VHF, Computer and sat phone…etc)
• Ensure compliance with water supply strategy, tools, handbooks, guidelines and standards.
• Water supply /irrigation specific technical responsibility for implementation of technical activities, quality control and monitoring of the project activities.
• Water supply /irrigation specific technical responsibility for tracking of financial expenditures for technical activities.
• Provide specific technical support and capacity building towards project staff.
• Provide specific technical analysis and feedback to UNDP /PMU Kabul in coordination forums.
• Ensure that projects target beneficiaries most in need, and explore and ass’s new and better ways to assist.
• Any other tasks as assigned by the immediate superior.
Specific responsibilities
A Water Supply Technical Engineer working with the United Nations Development Programme (UNDP) typically has responsibilities that revolve around the planning, design, implementation, and maintenance of water supply systems, in Afghanistan context. His/her role is crucial in ensuring sustainable access to safe and clean water, which is a key factor in improving health, boosting economic growth, and increasing overall stability in these areas. Here are some specific responsibilities such a role might entail:
1. Project Planning and Design: Assessing water resource needs and availability, including conducting surveys and analyses to determine the feasibility of water supply projects.
• Contributing to conduct site assessment and site survey for water supply/irrigation projects.
• Designing water supply /irrigation infrastructure projects, including sourcing, extraction, treatment, storage, and distribution systems.
• Preparing technical feasibility study of the project to analysis and evaluation of a proposed project.
• Preparing and reviewing SESP of the project to see is it meeting national and international approved standard.
• Preparing and reviewing scope of work and technical specification of the project as per prepared design.
• Preparing and review detailed project documents, BOQ, and plans that align with technical standards as well as environmental and social safeguards and prepare all technical drawings of the project.
2. Project Implementation and Management:
• Overseeing the construction of water supply systems, ensuring that they are built according to the Scope of work and technical speciation of the project plans and within budget and time constraints.
• Coordinating with contractors, local governments, community groups, and other stakeholders to facilitate smooth project execution.
• Quality & quantity Control of the project activities to ensure that all materials and construction process meet the required specifications and standards.
• Implementing water quality management practices to ensure that the water supply is safe for use.
3. Capacity Building and Training:
• Training local personnel and stakeholders in the operation, maintenance, and basic repair of water supply systems.
• Developing water supply training materials and conducting workshops to enhance local expertise and self-sufficiency.
4. Monitoring and Evaluation:
• Regularly monitoring the water supply systems projects to quality of the work is maintained as per scope of work and specification.
• Ensuring compliance with national and international standards for water quality and sustainability.
• Know Water quality checks in term of physical, chemical and biological tests.
• Collect accurate data of drilled wells and document properly water well log.
5. Technical Support:
• Providing technical support to UNDP/PMU and its partners on issues related to water supply projects.
6. Advocacy and Partnerships:
• Advocating for sustainable water practices within the community and among stakeholders.
• Building partnerships with other NGOs, government agencies, and private sectors to leverage additional resources and expertise.
7. Reporting and Documentation:
• Preparing regular reports on project progress, challenges, and outcomes for BADEI PMU.
• Documenting lessons learned and best practices for future projects.
Job Requirements
Language:
• Excellent written and oral English skills a necessary requirement.
• Excellent spoken and verbal skills of Pashto and Dari languages required.

• Knowledge of WHO water quality standards, testing methodology and monitoring and evaluation practices
• Excellent computer skills including MS Office (Word, Excel, PowerPoint) and other relevant software.
• Excellent knowledge of project estimations and water supply systems design.
• Familiar in Auto CAD.
Qualifications
Years of experience:
• 7 years of experience with bachelor’s degree or 3 years of experience with Masters in water supply and water resources engineering, including hydrologic and hydraulic modelling.
• Experience in providing technical support in civil engineering and water supply projects.
• Experience in handling insecure environment
• Experience planning and delivering results.
Payment: Monthly bases
Travel and DSA: The salary is inclusive of travel cost and DSA.
Duration of the assignment: 4 months
Duty station: Kabul with travel to other provinces
Education:
• University degree in water supply and water resource management Engineering.
