Mission and objectives
Under Resolution 2677 (2023), the Security Council determined that the situation in South Sudan continues to constitute a threat to international peace and security in the region. The Council extended the UNMISS mandate until 15 March 2024. It also emphasized that the Mission should continue advancing its three-year strategic vision defined in resolution 2567 (2021) to prevent a return to civil war, build durable peace and support inclusive, accountable governance as well as free, fair and peaceful elections in accordance with the Revitalized Peace Agreement. Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes: (a) Protection of civilians (b) Creating conditions conducive to the delivery of humanitarian assistance (c) Supporting the Implementation of the Revitalised Agreement and the Peace Process (d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law The overall ceiling for uniformed personnel is maintained at 17,000 troops and 2,101 police, including 88 corrections officers. Context
UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, the UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015), 2304 (2016) and 2327 (2016), 2392 (Dec. 2017), 2406 (Mar. 2018), 2459 (Mar. 2019), 2514 (Mar. 2020), 2567 (Mar. 2021), 2625 (Mar. 2022), 2677 (Mar. 2023), 2729 (April 2024). The mandate of UNMISS on Conflict Related Sexual Violence (CRSV) derives from UN Security Council Resolutions framing sexual violence in armed conflict and post conflict situations as a threat to international peace and security. UN Security Council Resolution 2677 (2023), renewing UNMISS mandate underlines the urgency and importance to deter, prevent, and respond to CRSV/Sexual Gender based violence (SGBV), promote accountability for CRSV in a survivor-centered approach as well as facilitate access to organizations that provide support to survivors of CRSV and to promote. The Resolution also mandates the Mission to accelerate implementation of new mechanisms to monitor, analyze and report on CRSV. In line with UNMISS mandate, the five priorities of the Women’s Protection Advisory Unit (Human Rights Division) ’s programmatic activities in addressing Conflict Related Sexual Violence (CRSV) are: • Prevention, protection and response to CRSV by contributing to the implementation of the mission-wide early warning strategy, including a coordinated approach to monitoring, documenting, investigating and reporting on conflict related sexual violence in South Sudan. • Engagement with the parties to the conflict. • Ending impunity and promoting accountability for CRSV through support to national security forces, law enforcement agencies, the justice system and non-state actors. • Building capacity/ awareness-raising on CRSV to armed actors and other stakeholders to address CRSV. • Empowerment and Support to victims/survivors and of persons facing the risk of CRSV of victims/survivors through political processes and their referral for support.

Task description
As a Women’s Protection Officer, the UN Volunteer will support the implementation of Security Council Resolutions 1820, 1888, 1960 and 2106 on Conflict- related Sexual Violence, including the implementation of the Monitoring Analysis and Reporting Arrangements (MARA) by undertake the following tasks: • Analyze and management data related to Conflict Related Sexual Violence (CRSV) recorded cases, ensuring meticulous attention to data accuracy and completeness. • Prepare comprehensive quantitative and qualitative data reports on CRSV, adhering to monthly, quarterly, and annual reports. • Utilize data management tools and software to systematically organize, clean, and analyze datasets related to CRSV recorded cases. • Employ data visualization tools such as Power BI, Arc GIS or other appropriate software to generate visual representations of CRSV trends, patterns, and key indicators. • Ensure visualizations align with the requirements of factsheets, presentations, and reports, facilitating a clear and concise presentation of information. • Participate in capacity-building activities to enhance personal, partners and team skills in data management and visualization techniques. • Collaborate closely with colleagues in field offices for seamless data coordination. • Ensure that conflict-related sexual violence is reflected in UN mission and United Nations Country Team (UNCT) early-warning systems. • Contribute and provide inputs to UNMISS briefing notes, reports and other documents on CRSV. • Participate in field investigation missions to document incidents of CRSV. • Contribute to the effective implementation of the MARA framework, including active participation in the MARA Working Group/Joint Consultation Forum and related activities. • Assist in the preparation of MARA-related reports and other necessary information. • Coordinate and actively participate in meetings with UNMISS components, UN Country Team, and International Humanitarian actors, as well as external partners (Protection Cluster, Civil Society Organizations, etc.). • Ensure full mainstreaming of CRSV into the activities of various stakeholders by providing data-driven insights. • Support efforts in engaging with parties to the conflict, providing data-driven perspectives to prevent and address conflict-related sexual violence. • Collaborate with CRSV and WPA/Human Rights Division focal points to contribute to the design of training modules aimed at raising awareness of CRSV, emphasizing the data-driven aspects. • Undertake research and analysis to provide data-driven recommendations aimed at enhancing prevention and response strategies. • Demonstrate flexibility and adaptability in carrying out additional tasks as required, ensuring a responsive approach to evolving situations.
