Stipendium Hungaricum Fully Funded Scholarships for Undergraduate and Graduate
The Stipendium Hungaricum scholarship initiative was launched by the Hungarian Government with the purpose of internationalizing Hungarian higher education. It seeks to attract excellent students worldwide to seek their education in Hungary, promoting personal and professional connections to the country while obtaining high-quality instruction in the heart of Europe.
Upon completing their studies, scholarship recipients return to their home nations equipped with invaluable skills and knowledge. This enables them to promote social, political, and economic ties, thereby improving collaboration between Hungary and their home countries. Launched in 2013, the Stipendium Hungaricum Scholarship Programme offers foreign students the chance to undertake higher education studies in Hungary.
Scholarship recipients are motivated to concentrate on their academic progress while in Hungary, as their tuition fees, accommodation, and living costs are covered. Possessing a European degree upon graduation opens up diverse chances in the global job market.
Since its inception in 2013, the number of Stipendium Hungaricum scholarship holders has grown substantially, leading to an expansion in self-paying international students in Hungarian universities. Between 2013 and 2019, the proportion of international students in Hungarian higher education institutions has doubled, with Stipendium Hungaricum scholarship recipients among them quadrupling. Consequently, the count of foreign language study programs taught in Hungarian universities has tripled since 2015.

Eligibility Criteria:
Applications will not be considered under the following cases:
- Hungarian citizens, people with refugee status, temporary protection beneficiaries, those granted subsidiary protection, and recipients of humanitarian protection.
- This criterion applies to both applicants and Scholarship Holders. For example, if someone receives Hungarian citizenship or refugee status during their studies in Hungary, they will automatically lose their scholarship status.
- Applicants with citizenship distinct from that of the sending country/territory.
- Applicants born after August 31, 2005 (i.e., under 18 years old as of August 31, 2023), except for Dance study programs.
- Applicants applying for a doctoral program within the Stipendium Hungaricum program in the exact application round.
- Former Stipendium Hungaricum Scholarship Holders who were rewarded scholarships for partial (exchange) studies and are re-applying for partial (exchange) studies in the same cycle or lower level of education.
- Former Stipendium Hungaricum Scholarship Holders who were rewarded scholarships for partial (exchange) studies and are re-applying for full-degree studies or partial (exchange) studies while still having a scholarship status, unless they withdraw their former scholarship before the application deadline.
- Former Stipendium Hungaricum Scholarship Holders who were rewarded scholarships in the 2020/21, 2021/22, or 2022/23 application rounds, but did not travel to Hungary or start their studies and did not notify the Tempus Public Foundation of this by August 31.
- Applicants who are registered as self-financed/fee-paying students of a Hungarian higher education institution at the time of the application deadline and are applying for a study level below their current self-financed studies. For instance, self-financed master’s students cannot apply for bachelor’s studies.
- Former Stipendium Hungaricum Scholarship Holders who were awarded scholarships for full-degree studies and are re-applying for full-degree or partial (exchange) studies in the exact cycle or lower level of education.
- Former Stipendium Hungaricum Scholarship Holders who were awarded scholarships for full-degree studies and have not traveled to Hungary or started their studies, and did not notify the Tempus Public Foundation of this by August 31.
Note that re-application for full-degree scholarship studies in the exact cycle of education is only possible if the former Stipendium Hungaricum Scholarship Holder was earlier awarded partial (exchange) studies. In such cases, the duration of the full-degree scholarship will be declined by the length of the prior partial (exchange) studies.
Important note for self-financed students already studying in Hungary: Self-financed students who are already enlisted as fee-paying students at a Hungarian higher education institution during the application deadline and are applying for the same study

Stipendium Hungaricum Scholarship Benefits:
- Tuition-Free Education: Scholarship holders are exempt from paying tuition fees for their studies.
- Monthly Stipend: Depending on the level of study, scholarship holders obtain a monthly stipend to cover living expenditures in Hungary. The stipend amounts to HUF 43,700 (approximately EUR 2,103) per month for non-degree, bachelor’s, master’s, and one-tier master’s level students. This stipend is provided for 12 months a year until the fulfillment of their studies.
- Medical Insurance: Scholarship holders are covered by health care services as per the appropriate Hungarian legislation (Act LXXX of 1997) through the national health insurance card. Additionally, they acquire supplementary medical insurance that covers up to HUF 65,000 (approximately EUR 153) per year per person.
- Accommodation Contribution: Scholarship recipients are either offered a free dormitory place or obtain a monthly accommodation contribution of HUF 40,000. However, it’s significant to note that if a student decides not to live in the dormitory, the HUF 40,000/month is meant to help with rental costs. In larger cities, especially the capital city, this contribution may not cover the entire rental expense.
It’s essential to comprehend that these provisions are designed to help with the living expenditures of the scholarship holders. While they offer substantial support, they might not cover all the costs of living in Hungary. Students are advised to evaluate the expected living expenses in both Hungary and the specific city they plan to reside in before applying for the scholarship. The “Cost of Living Calculator” offered by the scholarship program can be useful for this purpose. It’s crucial for applicants to be aware that they might be required to supplement these provisions with their own financial resources to adequately cover their living expenses during their time in Hungary.

- Applicants must submit and store their applications on the internet.
- After finishing an application on the Tempus Foundation website, applicants must apply through the Sending Partner of their respective countries.
- Nominees must accept the statement in order to apply via the online system.
