The EH officer reports to EH Coordinator  based at Gambella Field Office responsible for the overall strategic and technical support lead to the Emergency rapid response EH teams in Gambela, Ethiopia to be able to assess, design, and implement WASH programmers and collaborate with partners operating in the region . This includes sector strategy development, proposal development, conduct need assessment, project design, implementation, report writing, technical oversight, staff management and development, administrative supervision, budget management, grants compliance and local partner relations/support.

The position holder will also support operational implementation of the country WASH strategy that will steer the WASH sector towards overall efficiency and effectiveness in delivery of WASH services including awareness raising coordination work of safe sanitation and safe hygiene promotion works, and establishment of water scheme management system. The position holder will support coordinate with local partners, field team and participate in coordination platforms (WASH, KPC surveys and assessments) representing the IRC. The EH officer  will be based in Gambellaa and is expected to travel a minimum of 75% of the time to project locations to support staff and monitor field activities.

Major/key responsibilities:

Programmatic and Technical support

  • Ensure all construction related  activities are performed and implemented with consistent approaches and quality, quantity and on time.
  • Participate in post intervention assessments in coordination with CWI, EH, Health and program units as well as field team.
  • Assist EH projects are implemented in a timely and professional manner, according to goals, objectives, and indicators and in line with donor requirements and beneficiary needs.
  • Maintain close contact with EH filed team to ensure effective technical, logistical and management support for all aspects of project implementation.
  • Provide close support to EH filed team and participate assessment and technical designs of water systems, ensure the quality of designs reports meet donor requirements.
  • Ensure quality of construction and project delivery meet donor requirements
  • Identify and collect evidence base of context specific promising practices and support dissemination workshops to improve existing practices and introduce new practices and/or ideas among project partners.
  • Prepare or review all technical designs & BoQs, drawings, specifications, and tenders for a variety of water and sanitation interventions.
  • Facilitate payment certificate with takeoff sheet for the executed activities
  • Support the EH field staff in designing & organizing training/workshops for members for host communities.
  • Lead filed level EH team and other technical unit members to ensure targeted support and effective, quality programming
  • Facilitate and organize in documenting water, sanitation and hygiene related data, and keep records on activities of water, sanitation and hygiene promotion with soft and hard copies.

HR and staff Management

  • Identify training needs and ensure that members of the WASH sector team receive appropriate training (including mentoring, on-the-job sessions as well as formal trainings).
  • Identify staffing needs and assist with recruitment when necessary and orientation of staff
  • Conduct EH filed team performance reviews.
  • Strive to improve and maintain overall team atmosphere and foster team-building relationships
  • Monitor ongoing capacity building activities in the EH team, identify gaps and capacity building needs, propose and undertake targeted trainings to improve overall team capacity.
  • Mentor and support EH team to increase their ability to perform effectively

Monitoring and Evaluation and MEAL

  • Participate and assist in the monitoring of IRC direct interventions and sub granted projects.
  • Coordinate the IRC Ethiopia own, government and donor monitoring visits and project evaluations.
  • support project base line and endline survey with MEAL team
  • Assist MEAL team in set up, implementation and monitoring of beneficiary feedback mechanism.
  • Assist in set up, implementation and monitoring of beneficiary feedback mechanism. Ensure all WASH sector activities are performed and implemented with consistent approaches and quality, quantity of Work with MEAL team in regularly update ITT data throughout the project period
  • Coordinate and work in collaboration with the MEAL team on different project assessments and post distribution monitoring

Supply Chain, Finance and Safety Security Unit

  • Support in tenders document preparation in accordance with the project’s logistics requirements and the WASH sector standards.
  • Assist in tracking of emergency supplies, dispatch, distribution in different disaster affected including documentation.
  • Monitor delivery of items required for project activity and warehouse balance in coordination with SC team
  • Support EH sector  to maintain budget plans and monitor spending for allocated EH budgets
  • Provide input in  preparation of item forecast, reviewing it and facilitate SC to upload on the system, and follow the approval process and procurement of the required items in timely manner.
  • Ensure development of dimensional codes (D2) in coordination with filed team, finance and SC.
  • Assist in tracking and reviewing spending of IRC direct WASH interventions in the field is in line with original plan, and burn rate goes in line with the activity implementation progress and provide feedback to supervisor.

Reporting, proposal and grant unit

  • Collect data and support EH on project proposals development in collaboration with other EH team and Technical Coordinators based on donor templets and formats
  • Assist EH in preparation and review of emergency response proposals.
  • Provide consistent update on the context of the project timely to the EH Coordinator
  • Provide input and support on donor reports and government reports regarding the active grants to Addis technical staff and grant unit.
  • Participate and give inputs on project cycle meetings arranged and work on the action areas proposed on the meetings and update on the next action in collaboration with the grant unit.
  • Work in collaboration with field team and Addis EH team on project proposal development
  • Address any feedback and comments on the donor reports and technical documents requested by the donor.
  • Provide consistent data to EH  for any activities changes need, realignment, and new plans of project indicators during project implementation based on the budget and context on the ground.
  • Conduct regular project review meetings with staff to assess the level of achievement of project targets for the various EH grants.
  • Monitor smooth project implementation and share EH update on PIM and PCM

Coordination & representation

  • Work closely with IRC Ethiopia Health, EH, CWI, Program and other units for increased integration and teamwork.
  • Ensure regular communication with Field-based WASH and other program technical staff for feedback, updates and guidance as required.
  • Ensure that effective engagement and coordination is maintained across IRC technical teams; between EH and operational departments (e.g. HR, Supply Chain, and Finance).
  • Maintain regular contact with the field WASH staff through regular field visits to ensure that the WASH component of the project is carried out promptly, to a high quality and according to the project strategy.
  • Regularly represent at WASH cluster Coordination and other relevant emergency coordination forums with NGOs, UN agencies, government Bureaus in regions and share updates on this and emergency situations to supervisor.
  • Participate in the WASH cluster in assessment, preparation of guidelines, other technical documents etc.
  • Build links with WASH stakeholders to share knowledge, experience and ideas.
  • Represent to the IRC with local communities, government departments, international agencies, local partners, donors and cluster coordination as required.
  • Attend relevant meetings as required.

Safeguarding Responsibilities: –

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Job Requirements:

Educational Requirements:

  • BSc/MSc in hydraulic engineering, water resource engineering and civil engineering field from a recognized University.

Preferred experience & skills:

  • At least BSc degree and 2 years’ experience or Diploma and 5 years’ experience in related sectors including experience in WASH sector development and emergency or post-conflict project management.
  • Strong technical experience in areas of WASH program design, and implementation, proposal development, project management, and emergency Responses, professional capacity development, staff management, and coordination and working with others.
  • One year management experience and supervising contractors and interaction with international staff and partners and donors
  • NGO experiences are desired.
  • Have excellent skills in Epanet, AutoCAD, and other engineering software.
  • Very good at computer skill- Microsoft Office (Word, Excel, Power Point and e-mail) and use of SPSS and related software
  • Strong critical thinking and proposal writing skills.
  • Excellent interpersonal skills, cultural sensitivity, flexibility, ability to learn in a new environment.
  • Ability to work productively under stress while maintaining a sense of humor.

Language Skills: 

  • Fluency in English (spoken and written)
