The Sanitation and  HP office under the immediate supervision and technical support of the EH Coordinator  is responsible in assessment, capacity development, documentation and continuous improvement of approaches, methods, guidelines and tools for sanitation and hygiene promotion, or behavior change in the IRC Gambellla FO EH programming based in Gambella. The Sanitation and  HPO will work closely with EH-Coordinator  (EHC), in the  field team as well as project clients to develop and support excellence in the IRC WASH soft component and behavior change in the program/projects.

Major Responsibilities:

Programmatic and Technical Responsibilities

  • Involved in multiagency field assessments (seasonal, rapid) in the event of an emergency with Addis and field team as well as with partners.
  • Ensure that HP activities in the field offices are implemented in a timely and professional manner, according to goal, objectives, and indicators and in line with sphere/UNHCR standards and donor requirements and beneficiary needs.
  • Involve during deployment assignments and organize and lead project operations assessment in new locations in the field, assist in hiring field staff, locating warehouse and office, and set up emergency response in new areas when needed.
  • Involve during context specific hygiene and sanitation promotion strategies/approach, including behavior change communication strategies, as well as tools and methodologies to ensure effective programming in Emergencies.
  • Facilitate and ensure timely implementation of the capacity building trainings and workshops for IRC and partner staff.
  • Closely work with EHM& SHP manager to ensure that activities under all active projects are performed/implemented with consistent approaches and quality within given time.
  • In collaboration with the EH officers and EHM conduct detail assessments for proposed activity and hygiene promotion activities.
  • Proper follow up and monitoring of project resources and ensure used for its intended purpose

HR and staff management

  • Participate on staff recruitment and hiring with consideration female staffs within the departments
  • Support EHC on staff capacity building for field team
  • Work on HP staff performance evaluation (Mid and End year evaluations)
  • Follow up of project staff timely preparation of time sheet, annual leaves and related tasks

Monitoring, Evaluation and MEAL

  • Engage in the monitoring of IRC direct interventions together with EH team
  • In collaboration with EH team facilitate FO government and donor monitoring visits and project evaluations.
  • Participated in post intervention assessments in coordination with EH, and other program units as well as field team
  • In consultation with SHPM work with MEAL team project baseline, mid and endline surveys
  • Support and work in collaboration with the MEAL team on different project assessments and post distribution monitoring.
  • In consultation with SHP Manager, timely responding of any programmatic client’s feedback from MEAL team.
  • Work with MEAL team in collecting disaggregated project clients for internal and external uses
  • Supply chain, Finance and Safety Security Unit,
  • Follow timely procurement of project items within expected project timeline
  • Work on dispatching of project procured items and ensuring the delivery of items for intended clients.
  • Support in tracking and review of spending of IRC direct WASH interventions in the field in line with PIM and burn rate goes with activity implementation progress and provide feedback to supervisor.
  • Timely prepare and share project activity spending plan, cash forecasts, and payment plan.
  • Share for SHP Manager  inputs for BVA meetings and act as needed.
  • Share any safety and security issues with the field team and ensure in maintaining the IRC S&S protocols with the team.
  • Timely share any safety and security issues for the program team

Reporting, Proposal and grant unit

  • Provide needed input during proposal developments
  • Share inputs and support SHP Manager in the review of field reports from field level IRC project teams.
  • Support SHP manager and contribute to the development of proposals and budgets for future emergency responses (WASH) under Gambella FO
  • Share project updates for SHP manager during project cycle management
  • Collaborate with EH team in responding for any concerns raised by GU and donors
  • Support SHP Manager  in the review of proposals from partners and by the IRC for direct interventions are as per the requirement and standard

Coordination and Representation

  • Representing IRC in cluster WASH coordination meetings and other relevant emergency coordination forums, government partners and share updates.
  • Work with relevant stakeholders to ensure development of effective hygiene communication materials and strategies (IEC/BCC) to bring anticipated hygiene behavioral change at target clients, advocacy, social mobilization, and emergency efforts.
  • Work with relevant partners and forums for sharing best practices and lessons learned.

Safeguarding Responsibilities

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Job Requirements

Educational Requirements

  • First Degree or MSc Degree in Environmental Health Science/Public health, Social Science and SBCC or other related social science from a recognized University
  • 2 years of confirmed experience Emergency WASH response with the first-degree holders, 1 year of validated experience plus post graduate degree.

Preferred experience & skills:

  • Experience in leading emergency response team and implementing emergency response interventions and experience in deployment assignment in relevant emergency response
  • Experience in behavior change communication (SBCC) and integrating gender considerations into activities, preferred.
  • Proven experience in crafting hygiene and sanitation strategies and approaches, applying various communication channels in different community settings.
  • Knowledge of international standard methodologies in WASH social and behavioral change and communication (SBCC).
  • Strong facilitation and mentoring skills, and evidence of their application
  • Work experience in rural community and refugee settings preferred.
  • Computer skills required.
  • Proposal and donor and government report writing skills.
  • Excellent representational, communication and interpersonal skills.

Language Skills:

  • English and Amharic languages required
  • Other languages of the areas are assets too.
