Setting and Reporting Organizations

The United Nations Mission in South Sudan (UNMISS) is where this role is located. Wau is where the telecom technician will be. Under the general direction of the Field Administrative Officer, the incumbent will report to the Field Office Coordinator of the Field Technology Section (FTS).

Responsibilities

Within delegated authority, the Telecommunications Technician FS-4 will perform the following telecommunications specialties: Radio, Microwave Radio Systems, IP Telephony, Rigging, infrastructure, Satellite, Video-Teleconferencing and others. Radio: • Process work orders assigned by the Unit Supervisor; • Responsible for installation of, UHF and HF mobile, base stations and repeaters, rural telephone links, trunking radio systems, antennas and related equipment; programming and preventive maintenance of radios; • Assists in coordination with UN agencies and local authorities on matters related to radio frequencies/channels; • Assists in the mounting of antenna masts and install antennas; • Assists with the training of non-technical radio users on the operation of hand-held portable radios, mobile radios and base stations; • Performs other duties as required. Microwave: • Process work orders assigned by the Unit Supervisor; prepares and installs equipment necessary for microwave installations carries out programming and testing of the various digital microwave systems utilizing a wide range of specialized and complex test equipment; programs, tests, and pre-commissions new equipment in the workshop area prior to deployment; performs radio-link calibrationand path profile analysis; liaises with the Rigging Unit regarding the mounting of antennas and feeder lines on communications towers and masts; performs other duties as required. Telephony Systems • Actions work orders assigned by the Unit Supervisor; implements regular preventive maintenance for all equipment and accessories; • Installs, maintains and repairs a range of medium and capacity telephone devices, group switches, voice mail systems; encrypted voice and facsimile devices and associated base stations, and large self-contained cellular telephone systems; • Assists with the deployment, operation and maintenance of computerized telephone accounting and billing systems; operates and maintains the computerized telephone call logging and automated billing system; • Performs other duties as required. Satellite • Actions work orders assigned by the Unit Supervisor; • Install, operates and maintains satellite earth station antennas, ODE/IDE, associated shelters and foundations; • Commission, operates and maintains C, and Ku band satellite systems comprising of parabolic antennas of up to 9 meters, satellite modems, satellite transceivers, LNA, High Power Satellite Amplifiers (HPA and SSPA); • Commission, operates, maintains and train end-users on all portable satellite terminals; Liaises with UNHQ and UNGSC staff regarding initial installations, including frequency coordination for satellite communications; • Performs other duties as required. Rigging • Actions work orders assigned by the Unit Supervisor; • Assists with the construction and maintenance of communications towers and associated antenna systems; • Assists with the coordination in the construction of tower foundations and anchor points in compliance with manufacturers specifications and good industry practices; • Prepares tower hardware and accessories for construction and deployment; • Mount self-supporting and guyed communications towers to a height of 300 feet; • Installs antennas, transmission lines and accessories; • Performs routine and preventive maintenance; • Performs other duties as required. Infrastructure • Actions work orders assigned by the Unit Supervisor; • Assists with the blueprints, plans, construction and maintenance of communications cabling infrastructure for data and voice; • Assists with the construction of conduits, external trenching, and cabling; • Works with the telecommunication engineers to plan physical network layout, and the procurement and inventory of all hardware and cabling requirements for installations; • Assists other technical departments in the installation of switching equipment, main and sub-distribution frames, and the deployment of RF transmission lines and accessories as required; • Assists with the development of thorough documentation of system deployment, diagrams, infrastructure, and physical plant • Performs other duties as required. Video Conferencing • Actions work orders assigned by the Unit Supervisor; • Liaise with other units within the sections to install, operate and maintain video conferencing systems; • Assists with the setup and configuration of the terminal equipment for both terrestrial and satellite communications systems, for the various video conferencing applications; • Liaises with UNHQ and UNGSC, for the scheduling of VTC events, on-site setup, participation and troubleshooting in-mission VTC events; • Assists with the coordination setup of remote site VTC equipment as required; • Performs periodic preventive maintenance of all VTC related equipment; • Performs other duties as required. Common Duties: Other duties and responsibilities common to the specialties above include, but are not limited to: • Effects the installation of auxiliary equipment such as power supplies, solar power systems, UPS, Voltage Regulators, DC converters, and various protection and remote control systems; • Provides the supervisor with the specifications for the procurement of equipment, spares and supplies; • Ensures that all the required spare parts and supplies are in place so as to minimize downtimes; • Effects regularly schedules, preventive and corrective maintenance on all telecommunications installations and equipment; • Works with the asset management unit to maintain proper inventory records; • Assists with the receiving/inspection of newly acquired equipment; • Assists in providing in-house training for staff within the unit; • Performs other related duties as required unit.

Education

High school or equivalent diploma is required.

Job – Specific Qualification

Certificate/diploma of other supplemental academic qualifications or training in Information Systems and Technology are required. PRINCE2 Foundation and ITIL v4 Foundation certifications and other industry trainings and certifications are desirable.

Work Experience

At least eight (08) years of working experience in the planning and installation of complex telecommunications equipment, networks and systems, including at least three (3) years of experience at the international level is required. Related experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs) – or similar international organization or non-governmental organization – in a conflict or post-conflict setting is desirable. Experience in using Customer Relationship Management (CRM) and Enterprise Resource Processing (ERP) tools are desirable. Experience in acquisition processes, including raising shopping carts and technical evaluation, is desirable.

Languages

French and English are the working languages of the UN Secretariat. For this position, fluency in oral and written English is required.

Assessment
