About UN Jobs in Israel-PHC Data Analyst Consultant

to aid WHO in conducting data analysis of a few chosen indicators using the WHO/UNICEF PHC Measuring Framework in the occupied Palestinian area. The establishment of a PHC strategy and PHC assessment depend heavily on the data analysis.

In line with the principles and targets set by the WHO Thirteenth General Programme of Work (GPW 13), the World Health Organization and its Member States are committed to the achievement of UHC and emphasize the importance of strengthening primary healthcare (PHC) as the primary means to progressing towards universal health coverage (UHC). WHO’s work on UHC is fully aligned with the Sustainable Development Goal (SDG) target 3.8, which focuses on achieving UHC, including financial risk protection and access to quality essential health-care services.

In June 2021, WHO and the European Investment Bank (EIB) have established a new partnership to support the Ministry of Health (MOH) to develop a comprehensive national PHC-strategy and an associated PHC Investment Plan for Palestine. Within this initiative, WHO will extend its technical assistance to MOH to jointly achieve three key milestones between 2021 and 2023 as described below:
o Conduct a national analysis of PHC-related needs to guide priority UHC reforms. o Facilitate multi-sectoral and multi-stakeholder policy and societal dialogues to engage them on the needs analysis evidence base, emerging reforms agenda, and investment options.

o Create a national PHC strategy and a PHC investment and implementation plan that take into account the country’s capacity to absorb funding and investment while ensuring sustainability.
The WHO completed the draft PHC assessment during the first milestone, however the PHC indicators still need to be further analyzed. To complete the data analysis of the assessment and assist in developing the PHC Strategy, the present consultant is crucial.

Education:

  • a Master’s degree from an advanced university in an area linked to health, such as medicine, public health, the administration of health systems or services, health management, or a similar field.
  • Alternative: Ph.D. in a subject related to consultancy, ideally in planning health systems.

Experience:

  • Essential :7 to 10 years of relevant and documented experience in health-related data analysis, PHC policy, planning, and monitoring and evaluation.
  • Previous experience with WHO and/or UN agencies.

Languages:

  • Expert Knowledge of English is required (Read – Write – Speak).
